The Test Engineer makes RED-GREEN-REFACTOR explicit: failing tests from the plan, then implementation, then hardening. It chooses unit versus integration versus E2E boundaries, documents acceptance criteria, and flags flaky patterns so review and ship gates have evidence—not hope—that behavior matches the spec.
